Is general admission on the floor at a concert at TD Garden first come first served . In other words you can stand wherever even though ticket says floor GA but has a seat number ?

Yes, that's exactly right. There are no seats in GA so you'll be standing all night. The earlier you get the closer to the stage you'll be.
