Currently, arena tours are not available (primarily due to ongoing construction projects). However, arena tours are scheduled to resume in summer 2020. Edit: again, no arena tours until 2020. Regardless of what other respondees post. Sports Museum is open, although only tours were asked about.
We were just there Oct 22 and did the Museum tour which is in the TD Garden and did not need to see any sports event. Go to the pro shop where the train are to get tickets
