There is only a stream there any more, but I'm sure they can if there is enough water in it, or them can just walk though the water. Depending on the dog size..

It's just Gibson Park bc there is hardly a pond any more, some running water under the bridge should be fine for doggos

There really isn't anywhere for them to swim, just a shallow creek since the flood a couple of years ago burst the dam. Not sure about leash laws in the city limits, but I don't recall seeing any signs in this park.
