Cash price is generally better. They have a standard transport/reconditioning fee on all their vehicles (like 1.5k all in all). Whether they actually reconditioned I'll leave up to you.

Just be careful when these used car dealership try to tell you a car is CPO. 9 times out of 10 they are lying only the actual dealership can CPO a vehicle. Just be sure to ask for the out the door price because they will try to tack on all these hidden fees it's a total scam and a shame they do this.
