You'll have to check with the staff at the Cemetery to find out how many people they will allow. The Memorial Services are conducted under Pergolas outside, so you might be able to have more than 10 people. Worst case, I think you could attend if you stay in the car for the ceremony. Current COVID-19 conditions makes it hard to give you a definitive answer.
