Bridge authority just confirmed the cat walk is open 24/7. The parking lot gate on newburgh side closes at 9pm. So if you park your car inside the gate and you are there after 9 pm it will be locked inside the gate.
The bridge doesn't close to vehicles passing over it. It stays open to the public 24 hours a day 7 days a week. Furthermore, the bridge does have a catwalk which gives access across the bridge by jogging, walking & bicycles which is only open from dawn till dusk (while the sun is visible in the sky). However, no pets are allowed on the catwalk at any time.
It's always open.
