As a united states veteran, if you have a service connected disability rating from 0%-100%, as of Jan 1 2020 you can use you Veterans healthcare I'd card to access the base and shop at both the commissary and exchange.
You need a military ID or a Retired ID. You can shop online as a Veteran.
