How does a citizen file a formal complaint/grievance with the court regarding cell phone ban or issues related to interfering with 14th amend rights in accessing the courts pro se by clerks? Is there a policy and procedure district courts have?

Well all policies have something to do with law. Take for instance the Hampden County Sheriff's Dept stating," we have a policy that all strip searches be videotaped." The policy was deemed "unconstitutional," by Federal court judge because," regardless whether or not there was a policy, videotaping female inmates by male guards(or vice versa) violates the 14th and 4th amend of U.S. Constitution." See Debra Baggett v. Sheriff Michael Ashe.

You would need to contact the Executive Office of the Trial Court. The ban on cellphones has nothing to do with the law but a policy established by the court which can be viewed on mass.gov. There are multiple courts in the state that ban cellphones but Holyoke is the only one west of Worcester
