Depending on what you need an appointment for you can call and wait on hold for a super long time to book an appointment. I waited for about 45 minutes before talking to someone for 30 seconds but I got mine that way.
Try going on during the wee hours of the morning... I got my appointment at 1.30 a.m... Good luck to you. It is not an easy process !
