My new home didnt pass inspection because of two different things, but I was offered the opportunity to move in anyway. I would have to allow them in to make repairs. Should I or shouldn't I move in without it passing inspection the first time?

NO! You never move in without it passing inspection FIRST!! Or you will be responsible for full rent and will void ypur sectio 8 voucher.
