Yes they can ask for it. Due to the negative stigma on "section 8" renters tearing up their property.

No ! They absolutely Can't ask you for security/first/last month rent. They are ONLY allowed to ask for 1months rent as a security deposit!
In the private market people pay security deposits and the same goes for section 8 as you are renting private market.
Yes, my landlord did the same thing. A lot of landlords ask for 1st last and security deposit.

If you have found a private owner sometimes they will drop the amount if you offer them a walk through where you currently live. It also helps if you have been there multiple years. That will give them an idea of how you keep your home. The other thing is you can also let them know you will purchase insurance for your “possible” new place where you will reside. You can also get a letter from your current landlord proving and literally showing you have always paid your rent on time. With all that information they might drop the amount on your deposit. I did that when I moved to Cincy, & when I came back home to Columbus.
