You can make a reservation, just add a request to dine outside.

Outside seating was open for dining, we reserved through the My Disney app, but you may be able to call up to make reservations

No reservations needed if you can get a seat outside by the bar. Otherwise you'll need to make reservations. Go to the outside bar have a drink wait for a seat to open up. The view is beautiful.
