Most air carriers require ID for all traveling passengers over the age of 2. (When an infant can no longer be claimed as a "lap child") TSA only requires ID for passengers who are 18+. A simple birth certificate will suffice.
He needs his pic id and for grand child her birth certificate! However Always double check with your air carrier!
