I don't think this is a question about the shelter. I don't think this is against the law as long as the dog has shelter and water, but that does not make it right.
Yes, and it depends upon your area of residence. Check your city or township ordinances about dog tethering and chains. Most towns have restrictions on amount of time tethered, length of chain, and availability of shelter. If you are looking for tethering alternatives, OCAS staff might have some ideas.
