I have seen dogs in the park on a leash. Mostly small dogs though.
Dogs always been allowed...sum dummy started the whole leash thing which is ridiculous...they can wear the leash

That's a good question. Probably with a leash but definitely not without. Service dog's can go anywhere but I would say if there's no sign prohibititing it then ....
