They charge. $3 for 4 hours. $6 for 8 hours. Pay machine located on the right as you enter. Machine is credit card only.
They don't charge to enter because in my opinion it's not really a park by definition but rather a marina and boat ramp. There is a small section of grass by the river edge you could bring a dog to so maybe that's their stretching definition of a park.
