They will allow you in for 15 mins to take pictures for free, anything longer than that there is a fee... don't think it is too much.
Yes there is a fee if you park inside the park's parking lot. It's the same amount like any park's fee, $5 to $7 unless it's been raise? You tear out your receipt and keep it for the rest of the day. Your receipt last till the park closed at 6 pm. You can park on Sophia PKWY side street and walk to the levee of folsom dam and have a good time on your walk, jog or hike.
