No the guy at the front desk will turn you away he will be rude about it id make a appt
Its best to make an appointment. If it's for the testing then yes you can. For the driving test I believe you need an appointment. The older gentleman at the front can be rude so your best bet is just to save the hassle and schedule ahead, it will save you time as well.
