Yes the dog park on Blackbob is open to the public, it's actually called Heritage dog park. It's a beautiful piece of property with a pond, and benches to be able to sit along the trails just in case you get tired of walking. There are few small Trails but one big one wraps around the entire park. Everybody is so friendly there, and the dogs really enjoy it because it's wide open space for them to be able to run. You should definitely go, I have a beagle who absolutely loves it. All breeds shapes and sizes, off-leash.
