I'm in a simply healthcare plan and would like to change my plan to clear healthcare alliance. Is it too late. I already have a pcp but simply said that he's not in their network

You need to call member services and they'll inform you how.

It's hard to disenroll , but I believe that you are able, but not at the above address. And it must be in writing.
