No not anymore in the past few year it has opened up to a year around location, but I wouldnt recommend ridding there in the summer. Until less you don't mind triple digget heat. Also there is a parking fee per day or you can buy a year pass

Yeah I think they have to be registered but as long as you are wearing your helmet nobody messes with you
