No, The Holiday Shops are only open during Winter Village. We do however have four permanent kiosks (Le Pain Quotidian, Breads Bakery, Wafels & Dinges, and Joe Coffee -- as of March '18) as well as the Southwest Porch, Bryant Park Grill, and Bryant Park Cafe.
There are two McDonalds locations, two Chipotle locations on either side of the park, Starbucks, Jamba Juice, Whole Foods and a few other good places. You can find other places if you don't mind walking 2 or 3 blocks in either direction. Weekdays is popular cause of the area but they close early and a few places are open on weekends. There may be a few food carts around the area as well which is your original question. Just wanted to list other options as well. I hope this helped.
I have been there during the Christmas season and there is food. I have also been there in the summer months and there is food. The vendors may change in the small vendor area. The Grille is located there year round.
Yes. There are at least two that are there all year. Waffles and a bakery type. A few food trucks and carts usually hang out on the streets along the park too.
