The answer is yes and no... If you want to do something simple at the counter with the IRS agent, then yes... you can drop off signed doc's, drop off tax returns, make a payment, ask for a specific IRS form, even show ID to prove your identity or address because the IRS asked. But, if you have a bigger issue where you must sit down in a private booth with an IRS agent, then it is better to call and make an appointment.
