To my understanding, you have to do it within 30 days for both. The DMV on O St only does driver's license. The DMV on 46th does only registration and renewals.
Renewing your driver's license has to be done by the due date. Changing the address has to be done within 30 days. Moving a vehicle within the state, there is no requirement to.change anything till it is due. Moving to NE from another state, your vehicle needs to be licensed in NE in 30 days.
