I'm a donor, but I believe (considering the short life of whole blood and platelets) Red Cross only ships what is requested. I get updates of where my (platelet) donation wound up, and it's been from Afghanistan to Chicago, and points in between. I don't think directive requests can be guaranteed.
They always start with the immediate area and than once everything there is filled they will ship them elsewhere
