They usually require an id, but he should be able to start the process without it. Go in as early as possible on Monday or Tuesday. Like 5:30 am if possible. That's when they open on weekdays.

I agree with Laura. As far as I know, they will let someone start the process without an ID, but he will need to get one soon, because they will need to see it/make copies of it within a certain amount of time from him starting. And if he doesn't provide it by then, they'll end up having to kick him out. It's a requirement of the state, so there's nothing they can do about it at that point. They are required to follow certain rules laid out by the state, in order to continue doing business and distributing a highly controlled substance to there patients. So it's just one of the rules... They'll try and bend them as much as possible, to help someone, but he will end up needing to provide them with his ID pretty soon after starting.
