Yes. Suggest best to be connected by phone with person you want to pick up to make sure they are at the curb side. I doubt security will let you wait for an extended period of time. I usually park in garage to drop off people; gives me time to help with luggage, get through ticket counter, and say goodbye.
Yes you can go to baggage claim and wait but you must wear a mask or they will put you out
