Is there some where to go swimming at for the public that's just passing through and doing some scenic viewing and exploring?

There isn't a pool, but you can swim in the lake. If you're not camping you can purchase a day pass. I believe it's around $3

can you swim at santee camp ground

I'd stick to fishing and nature viewing. This lake is known to have a lot of gators (some kinda big, too) and water mocassins (aka cottonmouths, which have a potentially fatal bite). This is more of an issue in warm weather. They have great catfishing, though. I think Santee State Park has a little swimming area, but you'd have to ask them about conditions. Lake Murray, to the north, and the coastal beaches have some good swimming areas.
