Can a lease be turned in at another dealer other than where it was leased originally? Also is over mileage alotment forgiven if another vehicle is leased?

Absolutely it can. As for the mileage if you're over then you'll either have to pay for it up front or they'll roll it into your next lease or purchase. If I where you I would try to negotiate with the dealer to see if they can absorb it. Some dealer may depending on how much you owe. I would go or call the dealer and see what they can do for you though, this way you can get an idea of what you can actually do. Hope this helps.
