Crowders mountain would be a stretch for strollers maybe not bikes. Some people do mountain biking there, however kings mountain has a very nice walking/hiking/biking that is stroller friendly as it is all paved and amazing in the spring when the flowers have bloomed and the butterflies are out.

Crowder's is really a hiking trail, at least to go see the views from the top. You cannot take bikes or strollers on the main trails. You could visit the visitor center and the lake trail around the bottom of the mountain.
I wouldn't hike up the mountain without having a carrier. They have a shorter trail on the other side and a place that has some educational displays of wildlife and a 3d sand map of the mountain. It's located in the visitors area. They also have a lake you can walk around if you want some exercise and different scenary,but I would still be careful kids that small.
To hike up the mountain? No. People often use carriers. 2 that young could be really rough.
