An evaluation is done if you are under the influence and obviously they at CHL can't be responsible for what you may have taken prior to admtting you. You will go to a hospital to be evaluated and then transfered back to detox if deemed fit for the program.

No. If a person is too drunk or high they pretty much have to leave. They can leave or go to the emergency room.
