I'm not sure what they can do for people with disabilities but you can call them and find out their options. As far as I know you'll do better to go in person since they require identification, signatures, as well as other certain papers and credentials that they request, but there may be other methods if people have accessibility issues. I suggest you contact them directly and ask to speak with a supervisor, not just the general secretary. I hope this is helpful.
