I have submitted license cancel forms as provided by the RMV and DOT, both agencies received. I have no outstanding tickets. I refuse to pay a reinstatement fee as I have not been in the country or mass resident for 20 yrs. Why no cancel license

Phil Nadeu why can't it be? The public has a right to know, that a drivers license is not a lawful requirement.
Every American has a god given right to travel along the roads and highways of this nation. Supreme court ruled on it more than once. Constitution states a right cannot be converted to a privilege.
