Ginger has called it right. You would have to be fairly dedicated to boating to transport a boat all the way from the parking area to the 'ramp' in order to put in.
Definitely not a proper ramp. There is a fairly long path to what is supposed to be a kayak/canoe launch. No dock just the muddy put in area.
