From their website "Rabies Vaccination Anyone who owns or harbors a cat or dog 4 months of age or older must have the animal vaccinated for rabies and be able to provide proof of vaccination." I don't know what the penalty is but with rabid raccoons out there why take a chance?
They do free rabies clinics so either way it shpuld be do. Better safe then sorry.
