Not if your in and out quick enough!!
From my understanding, you always need a permit or license to legally sell goods or services in a public area. You might be able to get away with selling stuff for a day or two but it would still be easy have law enforcement shut down your operations. You also may be subject to a fine upon being caught. If this wasn't the case for Druid Hill Park, I would be very surprised.
