No pass needed....park at BWV and go down the stairs to the actual boardwalk...it's right there on the right.

Hi, hubby and I have been there many times and have never been asked for a pass. You don’t need to be on Disney Dining plan either. We just show up to the boardwalk hotel and show ID to guard and let him know we are going to the restaurant. Guard tells you where to park. Parking is free.
