I'll be honest.its not. There are signs al over but I took my dog and I didn't have a problem. Police saw him there and didn't complain or kick me out. Had a good time.
I saw a no pets sign on the north side before the bridge, there are many other places though that im unsure about and I know honeymoon island (paid area at end of causeway) has a designated pet area.
