Absolutely not you just have to have a state issued i.d to prove you are who you are! They also need a passport quality photo so you have pay but walgreens will do it for 3$ I think it was. Or follow there rules an take the photo yourself an upload it. I didn't wanna risk anything but it alot quicker now.

No passport needed. You have to get a passport type photo taken to be used by Florida to make your medical marijuana card. It's easy to get. The sooner that you get the picture the better, the State is overwhelmed by the giant huge number of people who are obtaining mm cards. We are all getting used to the process. Thank you.
