Is this also a Ministry that helps those that are trying rehabilitate themselves after spending some time in prison because the system has a problem with those that have served their time but can't get the necessary help to combat recidivism

Not being sarcastic but former inmates need medical services and food. So you're saying they do not help those that's trying to help themselves
