I never knew surf fishing was a sport. I'm sure, It's allowed though.

Be sure to watch for the "Dunes Restoration" signs & stay out of those areas. While I've never noticed anyone fish there: you can certainly access the beach & walk into the (extremely cold!) water. Notice there are areas with quite dangerous, jagged rocks.
I don't see any signs that say you can't fish and surf but I never seen anyone surf and fish while I've been at the bach
