One of a few things you can do. If you live in Chicago call 311 and make a report. Also you can call Animal Welfare. But before you do have you tried talking to your neighbor? I do understand that there's some people who you rather not have that type of conversation but if they're the approachable type then do that first. Because other 2 options are easy to figure out who made the complaint. Also, try to talking them in a non confrontational and blameless way. Offer to help them out by giving them help in surrendering the dog. I have found that some people might not have the funds to feed or get rid of the fleas that this dog might have.
It's my understanding that you'd have to build a case against the folks leaving the dog in the garage which takes time. If you knew them maybe you could offer them a cage so the dog could be brought inside (assuming they're trying to avoid a behavioral issue)? Dogs can be surrendered to the ACS but you'd need their consent to do that but at least then the dog could be adopted by a family that wanted it...
