I would say no. The pet needs a home. One of the many questions they ask about you while adopting. They have the pet's best interest in mind.

In order to adopt an animal, an ID displaying the adopter’s current address must be presented. If the adopter is a renter, a copy of the lease is needed as well (or the landlord’s name & number). So, no, a homeless person would not be able to adopt an animal. However, there are no laws against homeless pet ownership so you may see a homeless person with a 4 legged companion.
