It is open to non students, but most of the services like gym and printing are only for students. There's still a parking fee, but you can park of campus or in the 30 minutes spaces. as far i know, no public internet. You'll have to request a guest username and password at the information desk for a guest login.

There is definitely WIFI for students. There used to be public Wifi but I am not sure if they still do...
