It is. You'll need a library card to borrow items, but anyone can walk in, read books, study, etc.
The Library does not buy books from individuals, rather only from approved campus vendors. We do accept gift books if they align with our curriculum: https://library.csus.edu/sites/default/files/inline-files/GiftsInKind6-20-17.pdf
It is open to non students, but most of the services like gym and printing are only for students. There's still a parking fee, but you can park of campus or in the 30 minutes spaces. as far i know, no public internet. You'll have to request a guest username and password at the information desk for a guest login.
Yes, the public can use select computers on the 2nd floor if they have a computer courtesy card.
