I went to Boudin Bakery at SFO and paid $8.99 for steel cut oatmeal. I noticed on my receipt when I came home and saw a 2% Surcharge besides the tax. It also said d on the receipt *Restaurant Employee Benefits Surcharge. What is it?

Its things they add to the bill in San Francisco extra taxes to pay for whatever. I know its ridiculous.
