I am looking for a place for my cat to socialize with other cats since she has no interactions with other cats, only dogs. Is this a place for her to experience kitty time?

Cats are quite territorial and do not socialize the way kids do, most of cats wouldn't enjoy a play date. It usually takes some time to do a proper introduction between cats. And, even if someone was willing to do such a playdate, all cats need to be up to all necessary vaccinations and cleared up medically. You can always enrich your cat's life by adding a cat tree by the window, put a bird feeder outside, get some cat puzzles, especially helpful if you could not spend lots of time at home. Another idea to teach your cat walking on a leas, so his life will get more interaction.

The Dancing Cat's mission is to find homes for homeless cats, so all of our cats are up for adoption. We can't have owners bring in their cats, sorry! You might consider fostering cats or kittens - this would give your cat a cat to play with (after an appropriate quarantine period for the new cat) and you also might have the option of adopting the cat if all goes well.
