It is offficially open April 1st from dawn to dusk, but you can park at the entrance year round and go in. The only real difference is thay the bathrooms arent open. And no one closes the gate after hours so that doesn't change. There is an ambiguous box that says it's a donation box, but a sign that says it's a fee of $2. So take your pick.
Yes it's open and I think its 5 bucks to park but don't know if they are charging at this time
