Yes, there is a small playground. A pond with koi fish to feed and lots of picnic areas. Both of the Hot springs pay establishments have slides and areas for children to play. The free hotsprings is ok for children if supervised but a little boring.

Please know that in some areas, adult supervision is quite necessary around the hot springs, as they are extremely hot! Most kids would be fine, but some are impetuous and impulsive. It's also possible to fall and suffer serious injuries. I enjoy the natural wonders and amazing views. Although this question is regarding children, the people that I've been aware of having the most problems have been adults; not a good idea to get close to the buffalo or other animals. This is not a petting zoo, and most animals don't want to pose for a selfie with you or your kids, no matter how adorable they may be. The fact that parts are dangerous can certainly be part of the thrill in visiting Hot Springs State Park.
