Yes you can park any time but I'm sure if you are in a RV I know you probably don't want to listen to a bunch of semis running all night you'd be better off like a Wal-Mart or mall parking lot

Just park in the regular parking lot. The parking for commercial vehicles are limited every where and they are working against a clock that sometimes don't give them any other options. It makes us agitated to find rvs in a spot when they allow you to park out front.
